Federal Government Calls for Early Learning and Childcare Innovation Proposals

ELCC Call for Proposals Background

  • On October 30th, 2020, Minister Ahmed Hussen launched the Early Learning and Child Care Innovation Call for Proposals in order to find new and innovative ways to support early learning and childcare across Canada
  • The call for proposals will be open for 5 weeks – Deadline is December 3rd, 2020, at 2:00 pm EST
  • Approximately $20 million over 3 years is available for projects funded through this call for proposals. To ensure a broad range of projects are selected across the country, there is a maximum total budget of $3 million and a maximum duration of 36 months per project. All projects must be completed by March 31, 2024.
    • Federal budgets 2016 and 2017 invested $7.5 billion over 11 years, starting in 2017–18, to support and create more high-quality, affordable child care across the country, particularly for families more in need. Of this investment, $100 million over ten years is dedicated to early learning and child care innovation

 

ELCC Call for Proposals Eligibility/Criteria

  • Priority will be for projects that address the needs of families through the next phase of recovery from the pandemic
    • Consideration will also be given to projects that also address affordability, flexibility, accessibility and inclusivity. Project proposals can be local, regional or national in scope and must target early learning and childcare for children under six.
  • To be eligible, an organization must be located in Canada and be one of the following:
    • a not-for-profit organization;
    • a provincial/territorial entity (including educational institutions and health/social services institutions) that is not part of the government or one of its departments;
    • a municipality; or
    • an Indigenous organization (including band councils, tribal councils and self-government entities).
  • The following are not eligible to apply:
    • provincial/territorial governments and their respective departments;
    • for-profit organizations; and
    • individuals.
  • Proposals will be reviewed by the Department and will be evaluated based on the clarity and completeness of the information presented, the assessment criteria for this call for proposals and alignment with its objectives. The point-based assessment criteria are:
    • project relevance
    • activities
    • organizational capacity
    • experience and results achieved by delivering the specified type of activity
    • results and impact
    • partnerships
    • budget
